if I cant adjust the water temperature with the Handle that has the big escutcheon that changes the water temperature does that mean the whole diverter is bad?

Hi Robert, Thank you for your question. According to the Moen website, you may need to adjust the temperature screw. Before starting this repair, turn the water off. Once the water has been turned off, gently remove the override cap and the o-ring. To adjust the red temperature screw, unthread it until it sits flush with outer edge of the handle assembly. Then reinstall the override cap and the o-ring. Test the override button by rotating the handle to the 2 o'clock position, push the override button in and continue to rotate to the hot position at 9 o'clock.
