Remove screws with screw driver- #2 phillips and use a pair of @ 4-5" needle nose pliers to grip the nuts with. They served me perfectly to access the inner screw/ nut set.
Once they are out and the old plate parts are removed (the cork pad on mine showed little wear but was a tad stiffer than the new one) you can survey any other wear signs on your belt sander. Mine is a Porter Cable 3x21" and is truly a solid running medium duty sander.
Replacing goes in reverse with above mentioned notes as to placement. Since the first run will help the plate seat one needs be sure to not over due pressing into the sanding, as your binding clutch if properly adjusted gives exacting tension and smooth sanding procedure will give a long lasting tenure till that plate assembly needs to be replaced again. Or should!
