The governor blew up inside the case.

Drained the oil, removed the engine from mower, removed oil pump, split the case cleaned all the old gasket material, cleaned both halves of the case, replaced the governor assembly, installed new gaskets, put the case back together, put engine back on mower, installed clutch and pulley system, adjusted the governor, started the mower and when to mowing the yard, no issues, and ran like a brand new mower.

I have a hobby of repairing zero turn mowers and just taking an engine out of the mower is half a book and then tearing down the motor and putting it back together is the other half.
