A second person was needed to start the screws while I held the plate in place from inside the disassembled machine.
Finally, had to reassemble the sander.
All in all an unpleasant repair.
The wear plate was broken and needed to be replaced. The spindle knob was worn down

2. Remove broken wear plate using an allen wrench to remove the 2 machine screws holding in place
3. Insert new wear plate and fasten to sander using the 2 machine screws and allen wrench
4. Reinstall sanding belt assembly or cover plate to complete the repair
