The leaking fuel was solved by replacing the original gas cap (fuel leaking through seal) with a new cap. The erratic operation was due to an dirty air filter cartridge. Simple repair by unscrewing the outer filter cover and replacing the old filter with a new one. The lawn mower had also been smoking which was solved by replacing the spark plug. Now the mower runs like new and has no loss of power even when cutting tall grass.
