The key to getting the tubing through the fuel tank hole is cutting a severe enough angle on the end of the fuel line so that it would feed through the fuel tank hole. I also uses dental floss to guide the fuel line through the tank. I can't take credit for that idea. I saw someone else do it on the Internet.

Gas-return and gas supply hoses on weed whacker were torn, allowing gas to leak.

Unbolted gas tank, removed. Pulled both gas lines from tank and carb. Removed fuel filter from gas tank, and removed old severed hose. Attached new hose to fuel filter, cut free end of hose on a slant to create a point. Threaded fish line through hole in tank where hose had entered, and pulled fish line through the fill-hole. Threaded fish line through the upholstery needle, and pushed needle through the lip of the slant-cut hose from which the fuel filter dangled. Tied knot in fish line so I could pull on hose without slipping. Used fishing line to pull hose through tank to the gas supply port, and needle-nose pliers to pull hose through the port. Same process to pull gas-return hose through the other port in the tank. Attached both fuel lines to their respective carb fittings, and re-mounted and bolted the gas tank back onto whacker handle.

Removed plastic fuel tank
Disconnected the rubber hoses
Determined the length they send of the rubber hose makes it impossible to reconnect with the fuel filter inside the fuel tank as its way down in their far from the filler neck.
Had to go buy longer rubber tubing from hardware store and then was able to complete the repair.
