Removed the leads from the old capacitor and screwed it off of the compressor. I screwed the new capacitor onto the compressor and hooked up the leads. It works like new now.

Remove the plastic cover from the compressor tank. Use a wrench to loosen the nut holding the capacitor. Disconnect two wires from capacitor. One black, one white. I don't believe it matters how you reconnect the wires after installing the new capacitor. Plug in compressor after reinstalling plastic cover on tank. Compressor started up as it did in the past. 10 minutes from start to finish.
