I first changed to a new bar and chain; problem persisted. Then I went to also change the sprocket and needle bearing, and noticed the clutch washer excessively worn, so I obtained the both washers. I don't have any experience to know whether this solved the problem, but the only other thing that I can change is the bar hold down itself.

In order to remove the clutch, with the bar and chain already off, remove the spark plug and feed some rope into the cylinder. Keeping the engine upright so the rope does not fall into the intake or exhaust ports, turn the clutch CCW (for the left-handed thread holding it on the crankshaft) until the piston stops against the wadded rope. Then take a large screwdriver against a good surface on the clutch and pop it with a hammer CCW. Reverse the above to complete the process.
